بزهکاری مهاجران افغانستانی در بافت‌های حاشیه‌ای رباط‌کریم و شهریار: با تأکید بر فشارهای ساختاری و فرصت های نامشروع

چکیده

این پژوهش با نقد تبیین‌های ساده‌انگارانه‌ای چون فقر و حاشیه‌نشینی، به بررسی بزهکاری مهاجران افغانستانی در ایران از منظر هم‌زمان فشارهای ساختاری، نهادی، روانی و فرهنگی می‌پردازد و چگونگی تبدیل این فشارها به الگوهای متفاوت جرم را تحلیل می‌کند. مطالعه با رویکرد ترکیبی انجام شد؛ در بخش کیفی، ۲۴ مصاحبه نیمه‌ساختاریافته با مهاجران افغانستانی و متخصصان انتظامی، قضایی و اجتماعی برای استخراج مقوله‌های فشار تحلیل گردید و در بخش کمی، داده‌های پیمایش ۴۷۲ نفر از مهاجران ساکن شهریار و رباط‌کریم با آزمون‌های فریدمن، تحلیل واریانس و خی‌دو بررسی شد. نتایج نشان داد بزهکاری زمانی شکل می‌گیرد که انسداد مسیرهای مشروع با دسترسی واقعی به فرصت‌های نامشروع همراه شود. جرایم اقتصادی با فرصت‌های درآمدی غیرقانونی، خشونت خانگی با فشارهای نهادی و ناتوانی در احقاق حق، و جرایم مرتبط با مواد مخدر با فشارهای هیجانی و انزوای اجتماعی پیوند دارد. در سطح فرهنگی، مسئله اصلی ناتوانی در ادغام اجتماعی است. بر این اساس، سیاست‌های صرفاً کنترل‌گرا یا فقرمحور کارآمد نیستند و مداخله مؤثر مستلزم توجه هم‌زمان به طرد حقوقی، عدالت رویه‌ای و ساختار فرصت‌های محلی است که مستلزم تنظیم هم‌زمان بازار کار،‌کاهش بی‌اعتمادی نهادی و تعدیل زمینه‌های‌محیطی تسهیل‌کننده جرم است.

Delinquency of Afghan Immigrants in the Marginalized Areas of Robat Karim and Shahriar: Focusing on Structural Strains and Illegitimate Opportunities

This study challenges simplistic explanations of Afghan migrant delinquency in Iran that are limited to poverty or marginalization, and instead examines delinquency through the simultaneous interaction of structural, institutional, psychological, and cultural strains and the ways in which these pressures are transformed into different forms of criminal behavior.A concurrent mixed-methods design was employed. In the qualitative phase, 24 semi-structured interviews with Afghan migrants and law enforcement, judicial, and social experts were analyzed to extract categories of strain. In the quantitative phase, survey data from 472 Afghan migrants residing in Shahriar and Robat Karim were analyzed using Friedman tests, analysis of variance, and chi-square tests.The findings indicate that delinquency emerges when blocked access to legitimate means coincides with actual access to illegitimate opportunities.Economic crimes were primarily associated with environments providing illegal income opportunities, domestic violence was linked to institutional pressures and inability to claim rights before formal institutions, and drug-related offenses were more closely related to emotional strain and social isolation than to economic conditions. Culturally, the key tension was not an identity crisis but the failure to achieve social integration. Accordingly, purely control-oriented or poverty-focused policies are ineffective unless legal exclusion, procedural justice, and local opportunity structures are addressed simultaneously.
